THE REGIME OF AUTHORIZATIONS FOR VINEYARD PLANTATIONS WILL BE EXTENDED UNTIL 2045

09-12-2021

With two intermediate reviews to be carried out in 2028 and 2040, according to the regulations of the new Common Agricultural Policy (CAP).

The Official Journal of the European Union (DOUE) has published the regulations for the reform of the Common Agricultural Policy (CAP), negotiated for three and a half years and which will modify aid to farmers and ranchers from 2023.

In the section corresponding to the quality regimes of agricultural and food products, it states that the current authorization regime for vine plantations is also considered essential to guarantee the diversity of wines and respond to the particularities of the EU wine sector.

Therefore, it contemplates that in order to guarantee the achievements made to date in the Union's wine sector and to achieve a lasting quantitative and qualitative balance in the sector through the orderly and continuous growth of vine plantations beyond 2030, The authorization regime for these plantations must be extended until 2045, that is, for a period equivalent to the initial period in force since 2016, but with two intermediate reviews to be carried out in 2028 and 2040, in order to evaluate the regime and, if applicable, necessary, present proposals based on the results of these intermediate reviews to improve the competitiveness of the wine sector.

It also states that allowing producers to delay the replanting of vineyards could have a positive environmental impact by improving the sanitary conditions of the soil with fewer chemical inputs. Therefore, in order to contribute to better soil management in viticulture, it is appropriate to allow the extension of the validity of replanting authorizations from three to six years when replanting takes place on the same plot of land.
